Port Harcourt, Nigeria – July 2025
In a rare show of solidarity and commendation from the media, a coalition of seasoned journalists known as EYE-ON-SECURITY has called on the Nigeria Police Force and relevant security agencies to grant special recognition and promotion to Chief Superintendent of Police (CSP) Julian Igbudu, the dynamic Commander of the C4i Octopus Strike Force, operating under the Rivers State Police Command.
The demand was made in a formal statement signed by the National Coordinator of EYE-ON-SECURITY, Comrade Monday Iyke Ojomah, who praised CSP Igbudu’s tactical brilliance, leadership acumen, and his team’s consistent breakthroughs in crime-busting and intelligence-led policing.
“The Octopus Strike Force has redefined the security narrative in Rivers State. CSP Julian Igbudu and his men have displayed uncommon bravery and professionalism in confronting some of the most daring security threats in the Niger Delta. Their impact is not only felt in Port Harcourt but across Nigeria and even beyond,” Ojomah said.
A Team That Strikes Fear Into Criminal Networks

The C4i Octopus Strike Force, since its formation, has been a formidable arm of the Rivers State Police Command. Under the direct command of CSP Igbudu, the unit has dismantled kidnapping syndicates, rescued high-profile and ordinary victims, recovered illegal arms, quelled cult violence, and brought hardened criminals to justice.
From sting operations in the creeks to high-risk urban raids, CSP Igbudu’s team has consistently demonstrated operational excellence and tactical precision. These feats have earned the unit a formidable reputation within security circles, and admiration from the public they serve.
According to security observers, the Octopus Strike Force operates with military-grade discipline, backed by real-time intelligence and community collaboration — a model that has become a case study for law enforcement success in volatile regions.
Global Media Recognition Meets Local Heroism

EYE-ON-SECURITY, made up of elite investigative journalists and security correspondents from across Africa, has monitored the activities of security agencies continent-wide. Their recognition of the Octopus team is therefore a significant endorsement, not only of the tactical success of the force but also of its transparent engagement with the media.
“When security agencies work hand-in-hand with the press and remain accountable to the public, we see results like this. The Octopus Strike Force represents what is possible when dedication, intelligence, and leadership come together in policing,” noted Aisha Muthoni, a Kenyan member of the coalition.
The journalists’ body expressed concern that officers who deliver tangible results often go unrewarded, while morale remains low due to lack of institutional support. They emphasized that beyond media applause, there must be institutional recognition, special promotions, and logistical support for teams like Octopus to sustain their effectiveness.
Call for Institutional Support and National Honour

EYE-ON-SECURITY urged the Inspector-General of Police, the Police Service Commission, and the Ministry of Police Affairs to recognize CSP Julian Igbudu and his team for their heroic and consistent contributions to public safety. The group is also calling for national honours, improved welfare, training opportunities abroad, and modern operational equipment for the unit.
“When men put their lives on the line daily to ensure others sleep peacefully, it is only right that the nation honors and motivates them accordingly,” Ojomah asserted.
As Nigeria continues to battle evolving security threats — from terrorism and cybercrime to banditry and oil theft — the successes of units like the C4i Octopus Strike Force offer a blueprint for impactful policing and should be replicated nationwide.
A Beacon of Hope Amid Security Challenges

In a time where security agencies are often criticized for inefficiency, corruption, or human rights violations, CSP Julian Igbudu and his men shine as a beacon of hope. They have not only restored confidence among citizens but also raised the bar for proactive, intelligence-led security operations in Nigeria.
Fresh Facts Magazine joins EYE-ON-SECURITY and concerned Nigerians in urging that heroes in uniforms like CSP Igbudu and the Octopus Strike Force be publicly celebrated and formally rewarded. In a country desperately yearning for security, leadership, and accountability, rewarding excellence is the first step toward sustaining it.
