In a rare continental honour for Nigeria’s security sector, Assistant Superintendent of Police Julius Robinson has been announced as the only African police officer featured in the newly released Who’sWho Africa Bibliographical Compendium 2025, published by the authoritative pan-African journal Time Africa Magazine.
The recognition, unveiled during a formal presentation ceremony held on 14 November 2025 at the Nigeria National Merit Awards House, Abuja, further saw ASP Robinson named Africa’s Most Outstanding Policeman of the Year. He also received a 300-page volume of The African Great Book, a companion publication profiling influential figures shaping the continent’s politics, security, economy, and public institutions.
A Career Built on Grit, Intelligence Work, and Results
Robinson’s story is one of resilience and unwavering commitment. Born on 20 October 1974 in Kaduna State and raised in the Imburu community of Numan LGA, Adamawa State, he grew up without parents—an early challenge many say instilled the discipline, empathy, and toughness that later defined his policing career.
After attending primary school in Kaduna and secondary schools in Jos and Yola, he obtained a Diploma in Common Law from the University of Maiduguri and a Postgraduate Degree in Cybersecurity from Novena University, Ogume—an academic combination that continues to shape his modern, technology-driven approach to policing.
He joined the Nigeria Police Force on 4 January 1999 as a recruit of Police College Maiduguri and has since served in some of the Force’s most sensitive intelligence and operational formations, including:
- Criminal Intelligence Bureau (CIB), Minna
- State Intelligence Bureau (SIB)
- Special Anti-Kidnapping Squad
- Cybercrime Units
- Inspector-General of Police Intelligence Response Team (IRT)

ASP Robinson’s rise to continental prominence is tied to a series of high-impact breakthroughs achieved across multiple states, especially within the South-South and South-East regions. Some of his most notable accomplishments include:
- Dismantling a deadly inter-state kidnapping syndicate operating across Kogi, Edo, Delta, Rivers, and Anambra—an operation that led to the arrest of several notorious gang leaders and the rescue of kidnapped victims.
- Recovery of over 30 illegal firearms, including AK-47 rifles, pump-action guns, and locally fabricated weapons used in violent crimes across the Niger Delta.
- Cracking a cyber-fraud and SIM-swap network responsible for high-profile financial crimes in Delta and Edo States, following weeks of intelligence-led surveillance.
- Leading an operation that ended a long-running armed robbery ring responsible for highway attacks along the Asaba–Onitsha corridor.
- Coordinating intelligence that neutralized a car-snatching cartel, resulting in the recovery of dozens of stolen vehicles and the arrest of the gang’s kingpin.
These achievements, among others, were key considerations cited by Time Africa Magazine in selecting him as one of Africa’s most influential security professionals for 2025.

Across Delta State—where many of his most decisive anti-crime operations took place—the news of Robinson’s continental recognition has sparked applause.
Mr. Uche Okonkwo, a commercial driver in Asaba, said Robinson’s award was “well-deserved,” adding that highway travel in the state had become safer following the dismantling of robbery gangs along the Asaba–Onitsha route.
Mrs. Elohor Emakpor, a boutique owner in Warri, praised him for “bringing back sanity” to areas once troubled by cult-linked kidnappers. “People sleep better now. His kind of policing is what we need,” she remarked.
Community leader and youth advocate, Comrade Daniel Efe, described Robinson as “a disciplined officer who uses intelligence more than force,” crediting him for the arrest of several notorious criminals who once terrorized residents in Ughelli and its environs.
