The Federal Government has approved the sum of N21.68 billion for the construction of the first phase of a new corporate headquarters for the Nigerian Airspace Management Agency (NAMA) in Abuja.
The Minister of Aviation and Aerospace Development, Festus Keyamo, disclosed this on Thursday during the groundbreaking ceremony for the project in the Federal Capital Territory.
He said the contract, awarded to MESSRS NHD Interbiz Projects Ltd., has a completion timeline of 30 months and covers all applicable taxes.
“The contract is valued at N21.68 billion, inclusive of all taxes, with a completion period of 30 months. We will hold them to the highest standards of quality and timelines as stipulated in the agreement,” the minister stated.
Keyamo described the project as a deliberate step taken in line with Executive Order 12, noting that it reflects the government’s commitment to modernising critical aviation infrastructure across the country.
“This groundbreaking is not an isolated event. It is a direct and deliberate action pursuant to Executive Order 12,” he said.
According to the minister, agencies under the ministry have operated for years in outdated structures and in isolation, a situation he said the new headquarters would address by fostering collaboration and innovation.
“With this new headquarters, we are providing a conducive environment that fosters innovation, enhances collaboration and boosts staff morale. The project consolidates NAMA’s administrative and operational functions into a modern, purpose-built facility,” he added.
Keyamo further explained that the facility would integrate executive management offices with a state-of-the-art Air Traffic Management Centre to enhance operational efficiency, safety oversight and real-time responsiveness.
He said the project strictly complied with the Public Procurement Act 2007 following a transparent and competitive bidding process.
The minister linked the initiative to President Bola Tinubu’s Renewed Hope Agenda, stressing that the project would generate employment, stimulate economic activities and strengthen the security of Nigeria’s airspace.
“Ultimately, it builds confidence in the aviation sector, encouraging investment and seamless movement of people and goods,” he said.
Keyamo also commended the management of NAMA for ensuring proper procurement procedures, clear deliverables and defined performance obligations.
In his remarks, the Managing Director of NAMA, Ahmed Farouk, described aviation as an interdependent ecosystem that thrives on strong partnerships.
“To the contractor, NHD Interbiz Project Ltd., we expect nothing short of excellence and timely completion. As we turn the sod today, we are laying the foundation for the future of air navigation services in Nigeria,” Farouk said.
The new headquarters is expected to provide a secure, technology-driven environment for managing Nigeria’s sovereign airspace and strengthening the country’s aviation safety architecture.
