NADF Rolls Out ₦19.5 Billion AgGrow Scheme to Boost Smallholder Farmers

In a bold step to revolutionize Nigeria’s agricultural sector, the National Agricultural Development Fund (NADF) has launched a ₦19.5 billion support scheme under its new AgGrow Farm Support Programme. This initiative, designed to empower 50,000 smallholder farmers across the country, comes with a strong promise: access to affordable inputs, direct linkage to processors, and the power of digital transparency.

With Nigeria’s food security under strain and small-scale farmers struggling to scale production, AgGrow arrives as a much-needed intervention. According to NADF, the program aims to “rebuild confidence in agriculture as a viable livelihood” by reducing the financial burden on farmers while ensuring processors get consistent, high-quality produce.

A Strategic Boost for Food Security

Established under the National Agricultural Development Fund (Establishment) Act, 2022 (Act No. 34, 2022), NADF was created by the Federal Government to bridge the long-standing gap in agricultural financing. AgGrow is the Fund’s flagship support program—a direct response to the urgent need for accessible, sustainable, and inclusive agricultural development.

Targeting the maize, rice, cassava, and soybean value chains, the scheme offers:

  • 50% subsidy on critical inputs such as seeds, fertilizers, and crop protection products
  • 100% input financing, with only half of the cost repaid by processors after harvest

This structure allows farmers to grow without upfront costs, while processors avoid the unpredictability of sourcing raw materials through costly middlemen.

Tech-Driven Transparency

At the heart of the AgGrow initiative is a robust digital Monitoring and Evaluation (M&E) platform, designed to track every seed, every naira, and every harvest.

This platform ensures:

  • Real-time tracking of farm inputs from distribution to usage
  • Monitoring of financial flows to ensure full accountability
  • Instant performance updates to improve decisions and outcomes

Each participating farmer will be:

  • Registered using BVN or NIN
  • Geo-tagged and biometrically verified
  • Monitored weekly with third-party audits to detect and deter misuse

“This isn’t just about inputs—it’s about trust,” said a senior NADF official. “We are using technology to rebuild confidence in Nigeria’s agricultural value chain.”

Empowering Women and Youth

Inclusivity is not an afterthought—it’s built into the AgGrow model. Of the 50,000 targeted beneficiaries:

  • 40% are women
  • 20% are youth

This focus aligns with national goals to drive rural development, job creation, and social inclusion, especially in underserved communities.

From Farm to Market—Without Middlemen

AgGrow is anchored in a structured outgrower model, linking smallholder farmers directly to pre-qualified agro-processors. This eliminates the need for third-party traders who often inflate costs and reduce farmer margins.

The direct relationship achieves three critical goals:

  • Market access for farmers
  • Reduced post-harvest losses
  • Strengthened local raw material sourcing for Nigeria’s expanding agro-processing industry

Processors, in turn, are assured of quality supply, while bearing only part of the input costs post-harvest.

How Farmers Can Access Support

Smallholder farmers who wish to benefit from the AgGrow scheme must work through approved agro-processors, who serve as intermediaries between the fund and the farmers. These processors facilitate input distribution and repayment coordination after harvest.

A Model for Africa’s Agricultural Future

As other African nations watch Nigeria’s strides toward agrarian transformation, the AgGrow program is fast becoming a reference point. It combines financial relief, gender inclusion, and data-driven governance to unlock the full potential of Nigeria’s smallholder farmers.

For Nigeria, the message is clear: agriculture is not just the past—it is the future.
